How would you decide whether the conditions of a prison constitute "cruel and unusual" punishment?

Cruel and unusual punishment would be consider anything that violates basic human dignity  or is clearly inhumane. This would include treatment towards the prisoners as well as their enviromental surroundings. The eight amendement states all federal and state prison systems provide at least “the minimal civilized measure of life’s necessities.” Some of this issues include overcrowding, lack of personal hygiene products, unsanitary food, lack of medical treatment, and failure to prtect prisoner’s safety. Any violation in regard to these guidelines, dignity, and being inhumane would be considered cruel and unusual.
