while the other 2 Questions carry 20 marks each.

QUESTION 1 (Compulsory)
What are the functions and importance of the legislature? Compare and contrast the legislature composition and membership criteria in Britain, USA and Nigeria.
QUESTION 2:
What factors influence the status, powers and the functions performed by the legislatures in their various constituencies? Do you think that one or more of these is/are responsible for the dividends of democracy in Nigeria?
QUESTION 3:
What are the elements that influence the development of a parliament? Does the Parliamentary system adequately perform its role of checks and balances, oversight and other functions in Nigeria? Give reasons for your answer.
QUESTION 4:
Explain in detail how the legislature curtails the excesses of the executive. What are the limitations of the powers of the legislatures?
QUESTION 5:
Using suitable examples, discuss the process a bill undergoes from its introduction to passage into law. What are the other influences on the legislature process?
