3. What do you understand by the concept of fiscal federalism. Explain in detail the
theories of fiscal federalism. (20marks)
4. Describe the objectives of Fiscal Inter-governmental relations and explain
the Tax Dimension and Fiscal Federalism using Nigeria as an Example. (20 marks)
5. What is the meaning of Non-governmental Organisation (NGO)?. State the roles they play
in inter – governmental relations and the techniques they use to influence government
policy- making. (20 marks)
