3. In the evolution of the role of management in municipalities, there are certain managerial problems and issues to be addressed. Explain these managerial problems and the issues to be addressed. 20 marks
4. Local Government in Nigeria is fraught with challenges of governance. Enumerate and discuss some of the challenges and propose solutions to them. 20 marks
5. Discuss the historical development of urban centres 20 marks
