Explain the concept of government and governance and identify the branches of government in Nigeria. Moreover, outline the role of the constitution in governance and discuss the concept of public administration as an apparatus of government.- 20 marks.

There is a logical implication of the interplay between politics and public sector decision making, which is to appreciate the role of pressure groups in decision making. List and explain why pressure groups are indispensible in decision making. 20 marks.
